After tasting Arcturus Vermillion's signature pizza during a Blood Raider cocktail party, Sansha Kuvakei personally invited Arcturus to become a True Citizen and spread his delectable dish throughout Sansha's Nation to Citizen and Slave alike.

On his way to Stain for the citizenship ceremony, Arcturus witnessed his home system under attack by a Sansha's Nation incursion. Realizing the error of his ways, Arcturus contacted Sansha to tell him he would decline the offer. Not wanting to lose access to the finest pizza in New Eden, Sansha begged for a deal in order to satisfy his addiction.

In exchange for a lifetime supply of pizza, Sansha Kuvakei agreed to allow True Pizza docking and storage access in all Sansha's Nation stations as well as having Sansha himself provide indecent and unmentionable favours for Arcturus and his crews when they visit Stain.
