No services outside having a 0% tax rate are guaranteed. However, a Customs Office or two with 0-1% tax rate might happen in the future. Also, although I am not by any means a seasoned veteran, I'll walk any new players through surviving trips into low sec and answer any basic questions to the best of my ability.
