It is shown that Skyway Patrol was formed in "The First Intergalactic War" with Dr. Wakeman in "Armaggedroid," after Nora Wakeman retired she built the XJ-units to help save earth from alien invasions, such as The Cluster. Brad joins it after he felt that Jenny didn't let him fight enough, even though he quits after he realizes that there was an outrageously large amount of paperwork. Skyway Patrol only attack when they get orders, or else they'll never attack and let the chaos continue. They're really jealous of Jenny and will do anything to stop her so-called shenanigans.
