Chaffing under the Providence Directorate and eager to expand their political and economic base, the State's megacorporations have taken to financing "off the books" ventures operating outside of High Sec space. These entities-subsidiaries in all but name-extend the political will and economic might of the megacorps beyond the ready reach of Tibus Heth. They are rumored to be equipped with the retired assets of the megacorps' own police forces.

The White Shield is one such paramilitary organization, operating out of the boundaries of State space. Who its sponsor is and what its objectives are is hard to say. It claims to be a militia keen to bring law and order to low sec space within the nominal borders of the Caldari State.
