Our vision for UPS was sharpened by the 140 Wardecs performed in 2009 and 2010 along with the 7000+ previous Alliance kills. The strategic and operational concepts learned during that tour of duty serve two fundamental purposes: to sustain our Combat operational primacy and ensure our ability to influence events, directly and decisively, from all space.

To do so, we must recruit, train, and retain the brightest, highly motivated pilots the Eve Universe can offer. We must provide them with the tools they need — advanced and highly capable ships, gear, space, and training — to take full advantage of military and commercial innovation and accomplish the missions and tasks of the future. Most importantly, we must also ensure that our pilots enjoy plenty of combat, and always have the ability to make isk.

We must set new standards of operational primacy, in the chaotic littorals of the Eve Universe, and throughout the vast reaches of space. We must continually search for innovative and efficient solutions to the challenges we face today and those we will encounter in the years ahead. Above all, we must dedicate ourselves to building a strong, balanced Alliance that will prevail today, tomorrow, and until the end of Eve — Our Definition of Combat is our own, We do not define our Alliance by anyone else’s standards
