Low Sec Inspection services has been contracted to enforce the Low Sec Mining and Transport Treaty subsection 24.9.23, that deals with the rules of mining in 0.5 systems that border a Low Sec system. This accord was ratified by the Low Sec Mining and Transport Council recently.

Along with the above mandate, LSIS is also contracted to monitor access of Low Sec systems for any violation of the treaty's sub section 345.32.22. as well as sub section 542.2.123. This mandate allows LSIS to act on a level of action it deems to be a proper response to violations of sub sections above.
