A corporation designed with the sole purpose of providing a relatively anonymous War Declaration against the people that irritate you most. You pay me to file a war declaration against your foe. The cost is whatever the war declaration costs plus 15 million ISK.

Then you have a few options:
1) You can then immediately apply to join my corp. You can then wage war when the war dec is sanctioned. Your name will not appear in corp histories (kill-mails, forum posts, etc...), so your enemy will have no idea who is after him, but he will know somebody is after him.
2) You can sit back and let your enemy stew for awhile, letting him look over his shoulder for a bit. Then, you can join at your discretion to go for the kills. With a little prior communication, it could even happen that you might be in his system when you are accepted into my corp.
3) You can sit back and just laugh at him, as you have no intention of ever actually attacking him. But this does provide a week of amusement at a small cost.

NOTE: These options are primarily useful if your targets are high security mission runners. A trade guy that never undocks probably will not even notice a war dec.
