The goal of the Circle is to solve galactic problems, using thousands of years of collective experience to work on solutions for seemingly insurmountable problems as well as to use their political independence to help resolve some of the most intractable conflicts within the Amarr Empire.

Although independent, it's rumored the Circle is secretly subsidized by one of the Royal Families and called for advise when extraordinary measures and perfect discretion are needed.
