Following a series of theological and territorial embarrassments along contested borders and wormhole space, a sealed directive was issued by unknown members of the Imperial inner clergy. The document bore no signatures \u2014 only the seal of the Throne and the numeral XIII.

The mandate was simple:

Remove threats before they become wars.

Silence heresy before it spreads.

Break enemies before they organize.

Leave no proof the Empire was involved.

Doctrine 13 operates in:

Wormhole systems

Low-sec border regions

Enemy staging networks

Political gray zones

They do not hold territory.
They do not negotiate.
They do not appear on diplomatic channels.

Ships are unmarked.
Pilots are erased from registry.
