Introduction: Within the universe of EVE there exists a specialized class of scavengers which has adapted itself to survive in the harsh galactic economy by taking maximum advantage of the industry of others.
Definition: 'Ore theft' is generally regarded as the improper seizure of mineral assets, usually from some form of unsecured container. In high security space thse are generally disposable and temporary cargo containers' known also as 'jet cans'.
The commonly used term 'ore thief' is in fact a misnomer. This originally derogatory term was originally bestowed upon these pilots by miners, a class which considers the scavenger class an enemy and generally has little compassion towards the ore thief. In fact, under the circumstances outlined above, no crime is commited in regards to interstellar law by scavenger pilots acquiring ore from cannisters.
In order to disgard minerals into space, the miner must confirm that he wishes to 'jettison' his cargo. By definition to jettison is '1) to throw (goods) overboard to lighten a ship... 2) to discard'. Therefore the pilot who has jettisoned his ore has as a matter of law waved all claim to this excess resource.
Under these circumstances, the 'ore thief' is merely ensuring that rather than be wasted, these minerals, which form the backbone of the interstellar economy, make it to market through a third party, preserving the status quo and aiding in the advancement of civilization throughout the galaxy.
