Modified EVE-API scripts to support cachedUntil

I modified the scripts that check call the EVE API to get fresh sovereignty updates to support CCP’s cachedUntil timers. I’ll monitor the updates to verify that i’ll get every day a current and valid state of the map details. The timestamp “last update” will now show the serverside time and not the time where i fetched the update.
